When any vehicle shall be parked in any parking space alongside of or adjacent to which a parking meter is located, the owner, operator, manager or driver of the vehicle shall, upon entering the parking space shall immediately pay the required fee in the parking meter alongside of or adjacent to the parking space, and the parking space may then be used by the vehicle for the time paid for.
