Except when necessary in obedience to traffic regulations or traffic signs or signals, or except when allowed by appropriate signage, the operator of a vehicle shall not stop, stand or park the vehicle in a street other than headed in the direction of traffic and with all wheels of the proper side of the vehicle within 4 inches of the curb or edge of the street; except, upon streets which have been marked or signed for angled parking, and the vehicle shall be parked at the angle to the curb indicated by official marks or sign.
