Police officers shall, whenever conditions require it, direct traffic in accordance with the provisions of this title. Police officers and members of the Newport Fire/EMS Department are authorized, in the event of a fire or other emergency condition, or if the safeguarding or expediting of traffic so requires, to direct traffic otherwise than as this title specifically provides. The direction of traffic may be by word or audible signal, by gesture or visible signal or by any combination thereof.
