(A) Fees required in any of the regulations or in any parts of the ordinance codified herein shall not be returnable for any cause, regardless of outcome of decision on any application. No fee or part thereof shall be refunded once an application has been advertised for public hearing.
(B) Any person who begins construction for which a permit from the Code Enforcement Department is required shall be subject to a $500 fine.
