As a recommending body only, all such recommendations and decisions of the Commission must be made to the Board of Commissioners for final determination. Any aggrieved party to a decision of the Commission, as approved or denied by the Board of Commissioners, may appeal the decision within 30 days to the Circuit Court, as provided by law.
