§ 31.10 PARTICIPATION AT BOARD MEETINGS.
   The City Manager or designee shall attend all meetings of the Board of Commissioners, unless excused. He or she shall keep the Board of Commissioners fully advised of, make recommendations and take part in discussions on all matters concerning the welfare of the City. He or she shall have a seat, but no vote, in all meetings of the Board of Commissioners.
