§ 31.09 RECOMMENDATION ON CREATION OF CITY DEPARTMENTS.
   The City Manager shall recommend to the Board of Commissioners, the creation of such administrative departments as may be required for the efficient, orderly and economical administration of the municipal affairs of the City and prescribe the functions of each department.
