§ 31.06 QUALIFICATIONS.
   The City Manager shall be selected on the basis of his or her executive and administrative qualifications. The choice of a City Manager shall not be limited to citizens of the City or state. The City Manager shall establish permanent residency within the City limits within 6 months.
