§ 30.060 EFFECT OF RULES ON LEGISLATION.
   No ordinance, resolution or order duly passed, adopted or approved by the Board of Commissioners shall be held invalid because of the failure of the Board of Commissioners to comply with or abide by any of the provisions of these rules if such would otherwise be valid under this code or by state law.
