§ 30.056 ORDINANCE ENACTMENT PROCEDURE.
   (A)   All proposed ordinances shall be reviewed by the City Solicitor prior to introduction.
   (B)   (1)   The title to an ordinance shall be read prior to passage.
      (2)   Every ordinance shall receive 2 readings by title and the second reading shall not be on the day of its introduction, unless it is declared to be an emergency, in which event the second reading shall be suspended.
   (C)   No ordinance shall contain more than 1 subject and that must be clearly expressed in its title.
   (D)   No ordinance or any section thereof shall be revised or amended unless the new ordinance sets forth the revised ordinance or the amended section, in full length.
   (E)   Deletions to the text of any ordinance shall be “strikethrough” and additions shall be “underlines”.
