§ 30.055 ORDINANCES, RESOLUTIONS AND ORDERS DEFINED.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ORDINANCE. An official act of the Board of Commissioners which is a regulation of a general and permanent nature and enforceable as a local law or an appropriation of money. No ordinance, except an appropriation ordinance, an ordinance adopting or embodying an administrative or governmental code or an ordinance adopting a code of ordinances, shall relate to more than 1 subject. The subject shall be clearly stated in its title.
   RESOLUTION. An expression of the opinion or will of the Board of Commissioners, including such actions as the honoring of groups or individuals or actions showing support for a public issue.
   ORDER. An official act of the Board of Commissioners which is binding upon the officers and employees of the City and any governmental agency over which the City has jurisdiction.
