Any matter not specifically listed on the agenda may be addressed by any member of the Board of Commissioners, at anytime, upon request. Formal action on the matter may be deferred until a subsequent meeting of the Board of Commissioners except that immediate action may be taken upon a vote of a majority of all members of the Board of Commissioners to suspend the agenda placement rules.
