5-11-3: RECORDS:
Every pawnbroker shall keep a record of every article pledged with him or sold to him, and this record shall be reported to the Police Department in a pawnbroker's report and shall be open to the inspection of the Chief of Police or his designee at any time during business hours. Such record shall be upon the form as may be required by the Chief of Police and shall provide the following information:
   (A)   Name and address of the pawnbroker;
   (B)   Name, address, age, sex, height, weight, and complexion of the pledger or seller, except for persons repawning items that were previously pawned by that person;
   (C)   The date and time of the transaction, the article pledged or sold, together with its description, serial number or other identification, and the amount and terms of the loan;
   (D)   The pledger or seller's motor vehicle operator's license number and the state of issue, a car license number or other legal identification;
   (E)   Signatures by both pawnbroker and pledger or seller;
   (F)   Every record shall be executed by the pawnbroker and the pledger or seller at the time the transaction occurs;
   (G)   Every pawnbroker is hereby required to ascertain true ownership or title to any property or article pledged pawned or sold to him. This Section shall apply to all purchases of used, preowned or secondhand property, but shall not apply to purchases of new merchandise purchased in the ordinary course of business.
   (H)   All pawnbroker reports shall be made in duplicate, shall contain accurate information, with one copy to be retained by the pawnbroker and one copy to be made available to the Police Department on a weekly basis, or as set out above. (Ord. 246, 6-1-1998)
