5-2-3: LITTERING PUBLIC THOROUGHFARES PROHIBITED:

It shall be unlawful for any person to scatter or throw upon the public thoroughfares any handbills, poster, advertisements or papers. Nothing herein shall be construed to authorize any person to obstruct the public thoroughfares or create any nuisance therein. These provisions shall not interfere or prevent the posting of notices required by law to be posted.
