In the absence of specific provisions to the contrary, all fees and charges for licenses or permits shall be paid to the Clerk in advance at the time application therefor is made. When an applicant has not engaged in the business until after the expiration of more than six (6) months of the current license year the license fee shall be in the sum of one-half (1/2) of the fee specified for the entire year. All license fees shall be deposited to the General Fund. Licenses shall be required for the following activities and business upon payment of the fee indicated for the specified time. All applicants shall also provide adequate restroom facilities, security and a clean-up fee when required:

The Mayor and the City Council under the provisions of this Chapter shall have the right and it shall be their duty to deny and/or revoke any license or permit, or waive any fee for its issuance when in their judgment it is to the good of the public health, safety and welfare.
