Every residential or commercial unit or portion thereof for which there is generated a billing for a water user therein, shall be served by its own water meter. Each unit shall then be billed separately for its individual water usage. In the event a property owner chooses not to install a water meter to meet the requirements of this section, then the property owner shall be responsible for payment of the water billing.
