(A) There shall be and this does establish a user's fee to be set by resolution for single-family dwellings, multi-family dwellings and for commercial and industrial hookups. That charge shall be added to every water bill of all persons receiving water services from the City.
(B) The purpose of the user's fee shall be to purchase materials, including, but not limited to, pipes, valves and other material which may be necessary or convenient for the improvement or replacement of portions of the presently existing water system. Such cost shall include labor and installation as replacement or repair may be needed.
(C) The monies collected from the user's fee shall be accounted for separately and funds from that account may be used only for the specific purpose set forth herein, unless additional funds may be obtained through private, State or governmental grants for the improvement of the City water system.
