11-3-10: AUTHORITY TO EXPEND MONEY WITHHELD:
The Planning and Zoning Commission shall have no authority to make expenditures on behalf of the City nor to obligate the City for the payment of any sum of money unless first authorized by the Council who shall specify the administrative method by which such funds shall be expended.
