10-1-5: TRAFFIC-CONTROL DEVICES:
   (A)   The Chief of Police, under the direction of the City Council, shall place and maintain traffic-control signs, signals and devices to make effective the traffic regulations of the City. The signs, signals and devices may be placed as the City Council deems necessary. Said signs shall establish speed restrictions, time restrictions on parking, where U-turns are prohibited, or where parking is prohibited to eliminate interference with emergency vehicles.
   (B)   All signs and signals required by this Section for a particular purpose shall so far as practical be uniform as to type and location throughout the City. All traffic-control devices so erected and not inconsistent with the provisions of this Title shall be official traffic-control devices and shall establish traffic regulations where posted.
   (C)   Unless a different speed is fixed by local authorities and duly posted the following speed restrictions shall apply:
      1.   Twenty (20) miles per hour within a school zone, or when passing a school when children are present.
      2.   Twenty five (25) miles per hour in a residential district and in public parks.
      3.   Twenty five (25) miles per hour on through highways and all other conditions not covered in this subsection.
   (D)   It is unlawful and an infraction for any person to violate any of the restrictions set forth in this Section. It shall be unlawful to execute a U-turn on any street in any block where there is posted a "no U-turn" sign. (Ord. 221, 6-19-1995)
