9-9-1: COST RECOVERY:
Any person who is required to develop a street as a condition of receiving a building permit, subdivision approval or other development request, for a period of fifteen (15) years after the completion of the street, shall be allowed to recover a pro rata share of the cost of the street from any landowner, builder or developer who obtains a building permit or who constructs a structure upon lands which are served by and which abut upon the street.
