Carts for pick up shall be placed at the edge of the street or alley by the owner or resident where grantee shall be required to pick up the same. In the event that a cart or refuse disposal device which is to be picked up and emptied by grantee is not at curbside on the day set for refuse collection, grantee shall not be required to pick up the same. Garbage or refuse shall not be placed upon the ground in sacks, garbage bags, boxes or other containers, which containers are not capable of keeping animals from gaining access to the garbage.
