City shall receive ten percent (10%) of the collected gross receipts from residential billings as a franchise fee. The city shall do the billing and shall remit ninety percent (90%) of the proceeds to the franchisee.
The franchise fee shall not be assessed against any rental income generated from residential or commercial carts or containers for which the city does not bill. Payment of the ten percent (10%) fee shall extend to the grantee within the city limits. The grantee shall provide a list of its accounts as of the effective date hereof to ensure proper payment.
