This franchise and all rights and privileges and authority hereby granted shall take effect immediately upon passage and publication as required by law. This franchise shall remain in full force and effect until September 30, 2029. And provided further that this franchise may be extended for an additional two five-year periods by written agreement of Hardin Sanitation and the City resulting in a potential expiration date of September 30, 2039.
