The fire limits in the City of New Plymouth shall be as follows:
Commencing at the northwest corner of lot 22 block 16, running thence south to the north side of West Park Avenue, thence east to a point on north side of East Park Avenue which is due south of the west side of Holly Avenue, thence north to the northeast corner of lot 22, block 15, thence west to the point of beginning.
Nothing shall be placed within said fire limits that endangers public welfare in regard to fire unless by consent of the City Council, and all buildings hereafter erected within said fire limits shall be of concrete, brick or some other fire-proof material.
