A vehicle carrying explosives may be permitted on the streets of the City only if a special written permit has first been obtained from the Chief of Police; such permit shall specify the exact route to be used by said vehicle and may permit the vehicle to be parked at a certain specified place for a certain specified amount of time. Each such permit shall be valid only for the one (1) specified use.
