It shall be the duty of the designated law enforcement agency or any other person designated by the city to hold for a period of three (3) working days any unlicensed dog impounded under the provisions of this chapter. Any such unlicensed dog not redeemed within said three (3) day period shall be declared to be a stray dog and a public nuisance and may be disposed of in a humane manner under the direction of the law enforcement agency designated to act on behalf of the city.
