It shall be the duty of the designated law enforcement officer or any other person designated by the city to cause notice to be served either in person or by mail upon the registered owner of any licensed dog impounded under the provisions of this chapter. Any dog not redeemed is declared to be a public nuisance and may be disposed of in a humane manner under the direction of the designated law enforcement officer, within five (5) days of notification.
