6-2-7: ANIMALS OR FOWL RUNNING AT LARGE PROHIBITED:
It shall be unlawful for any person to keep any and all horses, mules, cattle, sheep, swine, goats, chickens, ducks, geese, turkeys or other fowl or poultry, or any other animals except domesticated dogs, cats and rabbits, within the City limits except as hereinafter provided:
   (A)   Such animals may be allowed to be kept in areas of the City that are not served by streets or alleys, and including areas zoned as industrial or commercial, providing the keeping of such animals in said areas does not interfere with the enjoyment of homes and parties living adjacent herein.
   (B)   And providing further that the owner or keeper of any said animal first procures a license to keep such animals in said areas designated herein.
   (C)   The owner or keeper of any of said animals shall make application to the City Clerk and pay a license fee of five dollars ($5.00) for each large animal over three (3) months old and five dollars ($5.00) per category for small animals unless otherwise scheduled per calendar year, or part thereof; the owner or keeper shall state at the time the application is made for such license, upon printed forms provided for such purpose, his name and address and the type and number of animals to be licensed.
   (D)   The person to whom the application is made may designate a person to inspect the area of the City in which the applicant requests license to keep animals, to ensure such special use will not interfere with use and enjoyment of homes and premises adjacent to such property to be so used.
Animals shall not be permitted to run at large in the City at any time during the year; and it shall be unlawful for anyone to herd or drive any animal through the streets of the City without having said animal under control by means of rope, strap or other device by which it may be led, unless such animal is being driven in harness or hauled; it shall be the duty of any law enforcement officer designated by the City to seize and impound any and all horses, mules, cattle, sheep, goats, chickens, ducks, geese, turkeys or other animals, fowl or poultry found running at large or herded within the aforesaid City limits.
