§ 29.404 POLICE SPECIAL EXPENSE FUND.
   (A)   There is hereby established a Police Special Expense Fund to be maintained by the Town Clerk-Treasurer on behalf of the New Palestine Police Department.
   (B)   All payments received as donations, honoraria, expense reimbursement, compensation for the participation of members of the Department on the boards of other entities, compensation for presentation of programs for other entities, and/or compensation for performing other special police services for which special payment has been made, shall be deposited into the Fund.
   (C)   No tax revenues or other monies generally distributed by the State of Indiana to municipal government shall be deposited into the Fund.
   (D)   Monies deposited into the Fund may be expended through the regular claim process by the Town Marshal for any item of activity listed below:
      (1)   Payment of expenses incurred in conducting a police training program;
      (2)   The purchase or lease of equipment for the Department;
      (3)   The purchase of supplies for the Department;
      (4)   The repair of maintenance of Department equipment;
      (5)   The repair or maintenance of facilities used by the Department; or
      (6)   Payment of expenses incurred in public relations for, or the promotion of the Department or the town; or
      (7)   Payment of expenses for the training, care and maintenance of the K-9 officer.
   (E)   Monies deposited in the Fund shall not revert or transfer to any other fund of the town at the end of each calendar or fiscal year or any other time without Town Council action specifically authorizing such reversion or transfer.
