§ 22.07 DUTIES OF CLERK-TREASURER.
   (A)   The Clerk-Treasurer shall attend all meetings of the Council and record the proceedings thereof.
   (B)   If the Council consists of an even number of members for any reason, the Clerk-Treasurer shall ex officio be a member of the Council, to the extent only that, in case of a tie, he shall cast the deciding vote.
