Any exhibitor or other person who fails, refuses or neglects to pay the fee or license required herein or who in any other manner violates any section of this chapter shall be fined a sum of $500 for the first violation, $1,500 for the second violation and $2,500 for the third and all subsequent violations, with each day constituting a separate offense requiring an additional fine as set forth above.
