(A) All ordinances passed by the Town Council requiring publication shall take effect from and after their passage and approval by the Town Council unless otherwise expressly provided and shall not be required to be published.
(B) The time within which an act is to be done, as herein provided, shall be computed by excluding the first day and including the last. If the last day be Sunday, it shall be excluded.
