§ 40.22 NOTICE; FIRST-CLASS MAIL.
   In the event a police officer is unable to make personal service of notice upon the owner or operator, this fact shall appear on the complaint summons filed with the Clerk of the County Court who shall then mail a copy of notice to the last known or usual address of the owner or operator by First Class United States mail, and this constructive notice shall constitute sufficient and effective notice to the owner or operator of the violation or violations.
