Upon the issuance of a Declaration of Need, during water shortages determined to be severe, users shall be prohibited from selected water uses under terms, times and conditions as determined by the Town Council in coordination and cooperation with Citizens Water Utility which shall be adopted as part of their Declaration of Need with notice to all users as set forth in § 34.09 below.
