Upon the issuance of a Declaration of Need, users shall be required to reduce water consumption by practicing voluntary conservation techniques, which techniques shall be identified by the Town Council in coordination and cooperation with Citizens Water Utility as reasonable and meaningful conservation techniques pursuant to the notice set forth in § 34.09 below, in addition to which, Citizens Water Utility may also implement conservation pricing and prohibitions to encourage water conservation.
