(A) This chapter shall apply to all individuals, households, firms, partnerships, corporations, company or organizations within the incorporated limits of New Palestine (hereinafter referred to as "Users").
(B) Secondary, or private water meters, used for the purpose of charging for water use shall be prohibited and not allowed unless prior approval to install and/or use such meters has been obtained from the Town Council.
