(A) There is hereby created a special nonreverting fund to be known as the Gift, Donation, And Grant Nonreverting Fund #319 into which are to be deposited all gifts, donations, grants, or any other unsolicited funds received by the town from any other source.
(B) The funds or monies within said nonreverting fund may be utilized for any expenditure necessary to improve the appearance and/or operation of the town, as well as to improve the quality of life of its citizens with the additional provision that should any such funds or monies so received be given by the donor or grantor for a particular use or purpose, said funds shall be expended consistent with the conditions attached to the gift, donation, or grant.
