311.03 SKATEBOARDS AND TOY VEHICLES ON STREETS.
   (a)   No person on roller skates or riding in or by means of any sled, toy vehicle, skateboard or similar device shall go upon any roadway except while crossing a street on a crosswalk and except on streets set aside as play streets.
   (b)   The use of skateboards on Village streets, sidewalks and public parking lots is hereby prohibited.
   (c)   If the person riding a skateboard in violation of subsection (b) hereof is a minor, the skateboard may be impounded by any police officer, and such officer shall notify a parent or guardian of the violation and impounding.
   (d)   Any skateboard so impounded under the provision of this section shall be released to the parent or guardian only after payment of the fines specified in Section 303.99 of the Codified Ordinances for a minor misdemeanor.

   (e)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
