(a) No person shall park, store, or permit to be parked or stored for a period of more than thirty days an unlicensed motor vehicle or for fourteen days any part thereof, upon any lot or land other than that of a junk dealer or licensed automobile dealer, unless it is located within a completely enclosed building or garage. The Police Department is authorized to serve notice on property owners or persons in possession of any such lot or land upon which an unlicensed motor vehicle or any part thereof are stored. The fourteen and thirty-day periods shall commence on the day of service of notice. Whoever is the owner or in charge or possession of any such lot or land on which such unlicensed motor vehicle or part thereof is parked or stored outside, and who fails to remove the same pursuant to the notice as provided herein shall be guilty of a minor misdemeanor.

(b) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
