143.09 CHAPLAIN FOR THE POLICE DEPARTMENT AND FIRE AND EMERGENCY SQUAD.
   (a)   The Mayor, with the approval of Village Council, is hereby authorized and directed to appoint a person who by her or his education and experience, is qualified to serve as Chaplain for the Police Department and the Village Fire and Emergency Squad. The Chaplain shall represent the religious diversity of the community.
   (b)   There shall be no compensation paid to the Chaplain and the Chaplain's services shall be on a voluntary or an as needed basis.
   (c)   The Chaplain shall be considered as official members of both the Police Department and the Village Fire and Emergency Squad, but shall have authority only in her or his particular field. The Chaplain shall not have the power of arrest or any other official power granted to sworn members of either department, nor shall he or she have any authority with regard to fire and police operations.
   (d)   The Chaplain shall be responsible to the Chief of Police or the Fire Chief in whatever department he or she performs duties.
   (e)   The Village shall pay for a membership for the Chaplain either to the International Conference of Police Chaplains or to the Federation of Fire Chaplains.
