(a) The Clerk of Courts of the Mayor’s Court shall not be required to collect underpayments of fines that are equal to or less than five dollars ($5.00) when such fines are received through the mail on waiverable defenses.
(b) The Clerk of Courts of the Mayor’s Court shall not be required to refund overpayments of fines that are equal to or less than five dollars ($5.00) when such fines are received through the mail on waiverable defenses.
(c) All such underpayments of fines of five dollars ($5.00) or less shall be suspended from the applicable fine, and all such overpayments of five dollars ($5.00) or less shall be credited to the applicable fine.
