For the government of the Fire Department, the following rules are hereby adopted:
(a) The Fire Chief shall have sole and absolute control and command over all volunteer firemen and, subject to the power of Council to revise the same, may prescribe such regulations as he may deem advisable.
(b) The Fire Chief shall be responsible for the custody and repair of the engines, hose, apparatus and other property and equipment belonging to the Fire Department.
(c) It shall be the duty of the Fire Chief to enforce necessary discipline in the Fire Department and to file charges under the statute against any member of the Department guilty, in the performance of his official duty, of bribery, misfeasance, malfeasance, nonfeasance, misconduct in office, gross neglect of duty, gross immorality or habitual drunkenness. For violation of minor regulations or refusal to obey orders, the Chief shall have the power to punish the offending party by reprimand or by fine in an amount not to exceed five dollars ($5.00) for each offense.
(d) The Fire Chief may appoint an Assistant Chief, and such other aides as he may deem necessary in the performance of his duty, and shall have the right to remove the same for failure to perform the duties assigned to them.
(e) No member of the Fire Department shall at any time be guilty of conduct unbecoming an officer, member or gentleman or of conduct in any manner prejudicial to the good reputation, order or discipline of the Department.
(f) In addition to the right of the Fire Chief to prefer charges as hereinbefore provided, charges may be preferred by members against each other, by a subordinate against an officer and by civilians against members. All charges shall be written, shall specify names and addresses or witnesses and shall be filed with the Clerk-Treasurer for the attention of the Mayor and Council.
(g) Meetings of the Department shall be held at least once a month. Nonattendance at three consecutive monthly meetings without excuse approved by the Fire Chief or one of his assistants shall be termed dereliction of duty, and the Fire Chief shall thereupon suspend such member and prefer charges to Council.
(h) A report of every fire shall be made in triplicate, one copy to be forwarded to the State, one copy to be furnished to Council and one copy to remain in possession of the Fire Chief.
