The number of active volunteer firmen constituting the Fire Department shall be forty, all of whom shall be appointed by the Mayor, with the advice and consent of Council, and who shall continue in office until removed therefrom for the causes and under the procedure provided in Ohio R. C. 733.35 to 733.39, inclusive.
