The Police Department shall have all powers and duties in relation to the management of vehicular traffic as regulated in the Traffic Code. The Police Chief shall have the power, whenever he deems it advisable for the public safety or convenience, to temporarily close any street, alley or parts thereof, to vehicular traffic or to vehicles of certain descriptions, or to divert the traffic thereon, or to divert or direct the course of pedestrian travel.
