Before work is commenced on the construction of a swimming pool or any alteration, addition, remodeling or other improvement thereto, an application for a permit to construct, accompanied by the plans and specifications and pertinent explanatory data hereafter required shall be submitted to the Building Inspector for approval. No part of the work shall be commenced until the Building inspector has evidenced his approval by a suitable endorsement upon plans and specifications and has granted a permit therefor. Such construction shall meet with the requirements of the Village Building, Plumbing and Electrical Codes in all respects and a fee of twenty-five dollars ($25.00) shall be paid for the permit and inspections. No permit or fee shall be required for a wading pool.
