A permit to build or repair shall not in any manner imply or express any guarantee of safety of plans and specifications, or any release of responsibility on the part of the party to whom the permit is issued to comply with all rules, regulations and requirements of any State code or statutes, existing and in force at the time the permit is issued; and it is specifically required, that the party or parties to whom the permit is issued be notified that he or they must assume all responsibility of complying with all such ordinances, State codes, statutes applying to the case, regardless of the privileges granted by the permit.
