1323.02 APPLICATION AND ISSUANCE.
   (a)   Accompanying the application, the applicant shall furnish the Building Inspector with a written statement of the location, the intended use, the size, height, material to be used in construction of the building or structure, or the location of the lot, the approximate cost of the proposed building or structure, and such further facts as the Building Inspector may require. The applicant shall furnish the Building Inspector with the plans, and a set of specifications of the proposed work or building, which shall be delivered to the Building Inspector and remain in his custody a sufficient length of time to allow the necessary examination to be made. The Planning Commission and Council shall also be afforded access to the drawings and specifications when necessary.
 
   (b)   If the Building Inspector, the Planning Commission or Council demands it, a copy of the plans or specifications, or both, shall be delivered to and left permanently with such Municipal authorities.
 
   (c)   If it appears to the Building Inspector that the proposed work is in compliance with the laws and ordinances of the Village, the Building Inspector shall give the permit asked for upon the payment of the fee hereinafter prescribed, and the Building Inspector shall then stamp the plans and specifications, which stamp shall state that the plans and specifications have been duly examined and approved. After having been stamped, the plans and specification shall not be altered without the approval of the Building Inspector.
 
   (d)   A sign furnished by the Clerk, shall be placed in a conspicuous place on the premises where the work is being done, bearing the words, "BUILDING PERMIT."
