121.02 SPECIAL MEETINGS.
   Special meetings of Council may be called by the Mayor or by the President of Council. When the President calls a special meeting, this shall be done only upon written request of any three members of Council. Each member of Council shall have not less than twelve hours' notice of a special meeting, such notice to be served on him personally or at his usual place of residence. Notice shall be prepared in writing by the Clerk of Council and served by any police officer.
