941.01 GENERAL RULES AND REGULATIONS.
(a)   Fires.  
      (1)   No person shall start or maintain a fire on Village or Park lands, except small fires in grills for cooking purposes or fires in fireplaces.
      (2)   No person shall leave a fire that he or she has started. All fires started shall be put out by the person starting them before leaving the area.
      (3)   Any person discarding a lighted match, cigarette or cigar shall completely extinguish and dispose of it in a proper receptacle.
   (b)   Preservation of Property and Plant Material.
      (1)   No person shall in any way damage, deface, destroy or remove any part of a Village or Park owned facility, sign, equipment, or other property.
      (2)   No person shall damage, destroy, deface or remove any part of any tree, flower, shrub or other vegetation.
   (c)   Alcoholic Beverages, Drugs, Opiates, Intoxicants, or Hallucinatory Substances.
      (1)   No person shall consume, possess, distribute or offer for sale any alcoholic beverage within the Park.
      (2)   No person shall use, possess, distribute or offer for sale any drugs, opiates, marijuana or hallucinatory substances within the Park.
      (3)   No person shall be under the influence of the substances stated in (c)(1) and (c)(2) while within the Park.
   (d)   Gambling and Games of Chance. No person shall organize, conduct or participate in games of chance involving money (Bingo, Poker, etc.) in any form within the Park.
   (e)   Garbage, Yard Waste and Foreign Materials.
      (1)   No person shall discard or dispose of, on Park property, any household garbage, yard waste or foreign materials generated outside of the Park.
      (2)   Refuse, garbage and other residue of a picnic or activity shall be deposited in receptacles provided for such purposes.
   (f)   Speed Limit. The speed limit for all motor vehicles using Village or Park drives is five miles per hour (5 mph).
   (g)   Animals.
      (1)   Dogs, cats and other household pets are permitted on Park property only if the animal is controlled at all times, either in a cage or on a leash no longer than six feet. Dogs and cats are not permitted on playgrounds, picnic areas, and flower beds or in buildings, the gazebo or pavilions.
      (2)   Dog, cat or household pet droppings must be removed from the following Park facilities by the person in control of the animal: drives, parking lots, walkways, trails or within ten (10) feet of the aforementioned facilities.
      (3)   No person shall abandon any animal on the Park property
   (h)   Snowmobiles, All-terrain Vehicles, Dirt Bikes. No person shall operate a snowmobile, all-terrain vehicle, dirt bike or any other off-road vehicle on Park property.
   (i)   Hours of Closing. The Park shall be open from 8:00 a.m. until dark, unless prior reservations are made for use of the Park after dark. No person shall be on Park lands when the park is closed except Village employees on duty.
   (j)   Rollerskates, Skate Boards, Rollerblades and Bicycles. No person is permitted to rollerskate, skateboard, rollerblade or bicycle on playgrounds, tennis courts, park drives, walkways, paths or parking lots. This activity is restricted to the skate park.
   (k)   Walkways and Paths.
      (1)   No person shall drive a motorized vehicle on any walkway or paths other than motorized wheelchairs or similar equipment. Vehicles are restricted to paved roadways or drives and designated parking areas.
      (2)   The walkways and paths and the other areas of the Park shall be closed from dusk to 8:00 a.m., year round. No person shall be in the Park during these hours except Village employees on duty.
   (l)   Commercial Enterprises.
      (1)   No person shall offer for sale any article, privilege, service or subscription on Park or Village lands unless approved by the Mayor or Village Council President.
      (2)   No person shall solicit collections or donations nor beg and hawk for any purpose on Park property unless approved by the Mayor or Village Council President.
   (m)   Reservation Rules and Regulations.
      (1)   Persons holding a reservation for a Park pavilion, gazebo, or facility shall not have use of the facility where said use exceeds the number of hours stated per the reservation permit. The hours reserved shall include set-up and clean-up time.
      (2)   Persons not holding a reservation for a Park pavilion, gazebo, or facility shall be permitted to use such facility, but persons holding a reservation shall have priority over persons without reservations.
      (3)   Each person wishing to reserve a park pavilion or gazebo shall fill out a reservation permit form and shall pay a reservation fee of seventy-five dollars ($75.00) for the larger pavilion, fifty dollars ($50.00) for the smaller pavilion, and twenty-five dollars ($25,00) for the gazebo. Each person reserving one of the pavilions or the gazebo shall be responsible for ensuring that the pavilion or gazebo and park facilities are not damaged and are left clean and free of trash and debris following such permit holder's use of the pavilion or gazebo.
      (4)   Persons holding reservation permits are responsible for the physical condition of the facility reserved and overseeing the conduct of persons in attendance. Any damage to the facility as a result of said reservation shall be the responsibility of the person holding the reservation permit.
      (5)   No person shall transfer tables and chairs, owned by the Village, from one area to another except with the permission of the Mayor or Village Council President.
      (6)   No person shall misuse and/or abuse any facility of the Park. Any violator will receive a written letter governing and/or restricting future reservations.
   (n)   Firearms, Fireworks, Explosives, Bows and Arrows.
      (1)   No person shall carry, possess, discharge or have under their control firearms of any type, air, gas, or pellet guns, sling shots, fireworks or explosives on or into Park or Village lands except with the permission of the Mayor or Village Council or the Village Police Chief.
      (2)   No person shall carry, possess, discharge or have under their control a paint ball gun or other similar device on or into Park or Village lands.
   (o)   Disorderly Conduct. No person shall recklessly cause inconvenience, annoyance, or alarm to another, by doing any of the following:
      (1)   Engaging in fighting, in threatening harm to persons or property, or in violent or turbulent behavior.
      (2)   Making unreasonable noise or offensively coarse utterance, gesture, or display, or communicating unwarranted and grossly abusive language to any person.
      (3)   Insulting, taunting, or challenging another, under circumstances in which such conduct is likely to provoke a violent response.
      (4)   Hindering or preventing the movement of persons on a public street, road, highway, or right-of-way, or to, from, within, or upon public or private property, so as to interfere with the rights of others, and by any act which serves no lawful and reasonable purpose of the offender.
      (5)   Creating a condition which is physically offensive to persons or which presents a risk of physical harm to persons or property, by any act which serves no lawful and reasonable purpose of the offender.
   (p)   Parking. No person shall park a motor vehicle, trailer, motorcycle or any other vehicle on the lands of the Park or Village except in places designated by the Village for such purposes.
   (q)   Other Regulations. In addition to the General Rules and Regulations, Park visitors are also subject to the Rules and Regulations of playgrounds and other Park or Village facilities and activities.
   (r)   No Smoking. No person shall carry, possess, use or have under their control a lighted cigar, cigarette, pipe or other similar object within any building or indoor meeting room of the Village.
   (s)   Penalties. Whoever violates any of these General Rules and Regulations is guilty of a minor misdemeanor for a first offense and shall be fined not more than one hundred dollars; for each subsequent offense such person is of a misdemeanor of the third degree and shall be fined not more than $500.00 or imprisoned not more than sixty days or both.
