No itinerant canvasser or solicitor, as defined in Section 725.01, shall engage in any business within the Village without first obtaining a license therefor in compliance with the provisions of this chapter. This section shall not apply to any itinerant canvasser or solicitor that is, or is soliciting or canvassing on behalf of, a political subdivision of this state or a not-for-profit organization having a charitable, civic, cultural, educational or similar community purpose.
